Each "scout" was asked to submit a list of the Flames top prospects broken down as follows
The players were graded on a scale to determine the team's best prospects at each position, and within the organization as a whole (table to the left).
Each submission was entered into a database, creating a Calgarypuck.com average potential index for each player.
The players were then ranked from best to worst across the organization to come up with a team ranking. Players were excluded from receiving a "rank" if they failed to appear on less than 30% of all ballots.
